Material Substitution: How to Identify and Reduce the Risk on Your Building Project

Material substitution happens when the product installed differs from the approved or priced specification. Some substitutions are legitimate; hidden substitutions are risky. Control them with clear specifications, delivery checks, written approvals, and evidence before installation.

Not every substitution is fraud

A specified product may genuinely become unavailable, a better alternative may be proposed in good faith, or a design change may require a different material altogether. The real problem is never substitution itself --- it is substitution that happens without transparent review and clear approval from the owner.

Make the original specification identifiable

Do not write only "roofing sheet" or "tiles" in your project records. Record the relevant brand, type, size, grade, thickness, finish, colour, standard or performance requirement, as applicable to that product. The more important the product is to the project, the more precise the original specification should be from the outset.

Check before the material disappears into the work

Inspect packaging, labels, markings and quantities at the point of delivery, and photograph identifying details while the product is still visible. Once reinforcement is inside concrete or waterproofing is covered over, verification becomes far harder --- sometimes impossible without destructive testing that nobody wants to authorise after the fact.

Compare price and performance, not brand names alone

A proposed alternative may be cheaper or more expensive than the original, but price alone does not determine whether it is actually equivalent. Technical suitability should be assessed by the appropriate project professional where the substitution genuinely requires that judgement, rather than settled by a conversation about cost alone.

Use recognised conformity information

Create a substitution approval record

Record the original item, the proposed alternative, the reason for the change, the cost difference, any technical review carried out where required, the approving person, and the date of approval. This single control, applied consistently, prevents a large share of the arguments that later arise over what was actually agreed.

Keep this record alongside your main variation register rather than as a separate system, so anyone reviewing the project later can see cost changes and material changes together, in the order they actually happened.
